Toden is the nickname for the TOEI Arakawa line. TO is short for Tokyo and DEN is short for electric.
The Arakawa line is the last of 42 steetcar lines in Tokyo. Because of traffic congestion, they were gradually replaced by subways and busses.
The Toden remained because it runs mainly on reservation with just a few short sections on city streets.
It is very convenient for the people in northeast Tokyo neighborhoods because it connects to six subways and several surface rail lines.
